CL4WF Project Overview

The City Lots for Working Families (CL4WF) Program is a transformative housing initiative designed to repurpose vacant, city-owned land into high-quality, attainable homes that expand affordable homeownership opportunities for working families, first-time buyers, and moderate-income households.

In cities like Chicago, decades of systemic disinvestment have left many neighborhoods dotted with vacant lots and underutilized parcels. Through CL4WF, the City of Chicago is leveraging these sites to catalyze equitable redevelopment— empowering small and minority developers to build modern, energy-efficient homes that are both affordable and sustainable.

Through the City Lots for Working Families (CL4WF) Program, Victory Home Builders aims to build a model for equitable urban redevelopment—one that prioritizes affordability, sustainability, and opportunity.
